The Duke of Vienna talks to one of his advisors, Escalus, about having to leave the city. He decides that he will leave Lord Angelo to rule in his place. Escalus agrees it's a good idea, and the Duke summons Angelo. When he comes he is flattered by the offer and accepts readily. Escalus talks to him about advising him, and Angelo agrees to follow his advice.
